The cables should be adjusted so that the lever comes up about 5 clicks. It takes a 14mm deep socket. With the cable backed off, adjust the shoes until the wheel won't turn, then back the adjusters off so that there is barely perceptible drag when you spin the wheel. Then adjust the cables so that the lever is on about 5 clicks. My advise is to use the handbrake all the time. People that I know who complain about their handbrake sticking generally don't use them, and the one time they do, they stick.
