The adapter ring Jack mentions is a ring-shaped aluminum sleeve that slips down over the top of the carb. It basically shims the top out to a larger diameter. It's the same kind of metal as the carb body and it kinda tends to get jammed onto the carb so it doesn't slip off easily, so sometimes people don't realize it comes off. So, check that first. If the outside sides of the carb 'air horn' are straight all the way up to the top, then someone already has removed the adapter ring and that's not your problem.
If that's the case, one thing you might look into is getting an air filter assembly for the FoMoCo carb. I used to have one of these on my 34ICH so I know it fits. There's a rubber O-ring inside the filter opening and it's just the right diameter to press down onto the Weber's top.
Now the problem you run into is that unlike with the FoMoCo carb, the Weber doesn't have a bridge piece across the throat for attaching the filter's hold-down screw. What I did to get around this was cut and bend some tabs out of brass strip stock. I riveted these onto the bottom of the filter housing so that they'd reach down and lie against the outside of the Weber's air horn. Then I clamped them onto the carb with a big hose clamp. Not super-elegant, but it held the @#$% thing on and from the top it still looks pretty sanitary.
