That makes sense if you're comparing two versions of the same tire that differ only in speed ratings. From one make/type of tire to the next, though, I have a hard time believing that whichever one has the higher speed rating also will have higher performance (I know that's probably not what YOU were saying, but I've heard tire-store salesdweebs say it.)
One good example is the kind of DOT-legal competition tire made specifically for autocrossers: these are designed to maximize adhesion, turn-in and steering response, but usually don't have high speed ratings because all that structure/reinforcement would make the tire heavier -- sustained high speeds aren't important in autocross, but light weight is, so the tradeoff makes sense here.
I'm kind of in the same position -- if I could find a street tire that fits my car and has good adhesion, turn-in and "feel," I wouldn't pass it up just because it didn't have a V or higher speed rating. Heck, I'd be happy if I could find ANYTHING other than an "all-season" tire that would fit -- most of the tire listings I can find in 185 are "all season" (or, worse yet, "touring" or "economy" types) and I think most of us would suspect that none of these would be as responsive as a decent "summer" performance tire...
