The front springs on a Sonett shouldn't just 'fall out' -- they're under a lot of compression even when unloaded, and require a spring compressor to remove safely. (It's the rears that can be taken out by hand after removing the axle straps and letting down the axle.)
It's pretty common for Sonett springs to sag over time, so I guess it's at least conceivable that this one has sagged so much that it was able to shift out of position on its mount (e.g. maybe the driver went over a big yump) and now it's sitting in there cockeyed, so that's why it rubs the tire.
Whatever, it definitely would be worth the investment in your time to take off the nose and have a really good look -- compare BOTH sides (I assume the left side is OK?) and see what looks different on the right. Other possibilities range from bent suspension arm to damaged wheel center, but you won't be able to tell for sure until you can see all the pieces.
Motor Sport Services of Jamestown, NY, will make new springs for you of any desired combination of rate, ride height, etc.
