I'm not sure that they are supposed to touch at full extension. The axle swings down, changing the angle of the discs, and the springs are not going to pop out as long as the limiting straps are there. Besides, you rarely have the car in a position where the axle is at full extension. If the angle on the disc were changed, then at full compression (a much more likely position while driving) the spring may not be seated completly, and that is more important.
