I have a Sonett II/V4, but I'm pretty sure the wiring for the horn is the same. The horns are VERY hidden. You will need very small and flexible hands to even touch the horns without removing the radiator.
They are located behind the nose, behind the front metal 'box' cross-section located just forward of the radiator. (It's where my VIN# is stamped, if that helps). You will have to stick your hand up and under a small gap from the front of the car to feel the horns. The wiring for them is located on top of the metal 'box' - brace I mentioned. You should see two rubber grommets (one on the left side, one on the right) where a small piece of the wiring harness goes down to connect to the horns.
If you have a III, I dont see how you could get to the horns without taking off the hood and/or grill, but maybe it's possible.
If the horns are there, I'd suspect the ground wire that connects inside the steering wheel. That wire tends to come loose (at least it did in my car). I drilled a hole into the bottom of the steering column and secured the ground wire with a rivet. The III column and wheel may be a bit different. Hope this helps!
