Put Marvel Mystery Oil in the cylinders for AS LONG as you can possibly let it soak in (days/weeks, heck even months, if the car has been sitting 18 years). When you DO go to turn it over MAKE SURE you pump out all the extra and turn it over quite a few times WITHOUT the spark plugs. If the cylinders are left with too much oil and no escape, the hydraulic pressure of the oil under compression might bend connecting rods! Get as MUCH extra out as possible BEFORE turning it over!
As for the tank, it would probably be a good idea to think about taking the tank out and thoroughly flushing it out. Others may have better ideas.
