Your temp gauge fluctuation sounds like the thermostat is operating very slowly. A correctly operating thermostat dithers to regulate flow by minute amounts and gives a steady reading on the gauge. If yours is going full-open to full-closed instead of a little more/a little less, that could cause what you describe. I would replace the thermostat at once.
What is the period of oscillation?
Has your car always done this or is it a new phenomenon?
PS What car/engine are you asking about?
Regarding back pressure, there is no simple answer to your question as put. It would help a lot to know why you ask/what problem are you trying to solve. Mostly one wants less back pressure not more, but it depends on where you measure it and how, and lots of other stuff.
