you might as well try cleaning the filter screen inside it. To do this, remove the outer dome, which is secured by a screw in its center and sealed by a washer inside it. Once this is off, you can lift out the screen. Wash it off with gasoline and dry it (gently) with compressed air, then put the whole thing back together.
This still may not solve the problem, but it's worth a try as it's not very difficult and might help.
It used to be possible to get a repair kit, which included a new filter screen and a pump diaphragm (if the diaphragm is torn, that keeps the pump from pumping) but I don't know if these are still available. Anyone...?
