Speedometer Problems on '80 99GL

The speedometer on our 1980 99GL doesn't work very well any more. It is really sticky. Sometimes it gives an accurate reading, other times its way off. You will be sitting at a stop light and it still reads 35MPH and doesn't come down for a few minutes. Sometimes after driving on the freeway it will stay at 65MPH for 30 mins or so of driving on local streets. Does any one know what needs to be done to 'unstick' this speedometer? I'm getting nervous driving without knowing how fast I am going... I don't like to estimate.
