Thanks for the Input on Ground effects.  I went on a search around the area 
that I saw the car in and managed to find it again. What it was is a
regular turbo that was lowered. The person that owned it used to do body
work and had made a front spoiler that looked like the new 9-3 viggen's
front, that is what made it look so different, because currently I do have
the standard ground effects package, but it just didn't look any thing like
that car. Also my car was black but repainted rose quarts by the previous
owner, ground effects were left black, dosen't look too bad, probley be
better though if hole car was black.
