The 9-5 will detune its performance with regular gas but it should be safe. I assume the 9-3 is the same. I think they use the word recommend instead of require on purpose.
Many of us have noticed better gas mileage in our Saabs with the super unleaded. This goes against the science here, however, as a higher octane fuel will burn more slowly so should give worse gas mileage.
My guess is that the car is intelligent enough to make use of the super unleaded whereas something like a Saturn would get better gas mileage from regular.
Try it and see. I would definitely read the section of your manual concerning fuel just in case the 9-3 is different than the 9-5.
