I purchased a 2002 Aero used from a private party at 17k miles and the free maintence DID transfer over. I get it at 20k and 30k. I just bought it in for it's 20k and the service was actually really good. They replaced a lot of stuff and I was charged $40 for balancing the tires.
On a side note here is what I can say. I have not owned a 93 ss, but I did own a 93 2000 for about 3 years. The 95 Aero 2002 and 03 and 04 is incredible. Are the ylong in the tooth - sure. But it's still a great car that handles well and gets awesome mpg. I have manual and it is the BEST car ever. 3rd gear in that car is soooo great. I get on the highway and go from 35mph to 75mph quicker than nearly anything and then just shift into 5th and cruise. The rims are fantastic on 2002 Aero, the body looks nice and although there aren't nearly the bells and whistles of the newer 93 there are other things like sports seats that EVERYONE notices (once they get in, especially SAAB owners). I'm 6'3" and the seats are still great. The rear seat is plenty comfy and the in the end you might not use them much, but when you do, people will love it.
So. To sum - you should be able to purchase an extended warrenty. Call a dealer and give them the VIN and they will tell you if you still have the 30k service for free and if so, most everyhting will be taking care of. Heck, they even replaced my lug nuts cause they were a little rusty and I didn't even ask.
All in all my manual 2002 95 Aero rocks! By the way, I paid 23k for it with 17k miles - for what it's worth.
