It looks like you did a thorough job.
Here are a coulpe of comments on you findings:
The start up torque you checked when you loosened the bolts would be expected to be higher than the torque to tighten you measure when you actually tighten the bolts. There is a higher threshold torque to initially get the bolt turning. The way you checked it will give a general idea that they were tight, but I wouldn't put too much significance on the actual torque value you measured. If the value you measured was about the same for all bolts, I would assume they were all still tight.
The oil on the threads you saw is not an indication of looseness. The threaded holes are not designed to seal. There is clearance between the OD of the bolt thread and ID of the thread in the block by design. If it wasn't there you couldn't turn the bolt. If there is a puddle of oil sitting at the base of the bolt where it enters the hole, it will work its way around the spiraled threads over time.
