The problem with your quote is the last part, "the lowest ocatane....to make full power" Well with Trionic 7 that's the higher octane and when you make more power you can convert that to better economy.
I agree it's supposed to be chemically impossible, but with Trionic 7 fuels that allow more efficiency, allow more mileage. That's my experience, but I don't have any scientific proof.
