After reading what you wrote, I had second thoughts so I went home and rechecked the condition of the defects.
The defects were raised rather than pitted so I think you are right. Now, I have to somehow convince Wheel Collision Center that these are finishing defects. Then it should follow (to a logical and customer oriented company) that they should fix their mistakes and the cover the cost to ship the wheels back and forth.
Based on their response so far, easier said than done.
