If you are only looking at this update to get more horse powers in your engine, I say that your mechanics are right.
Yes, I have read a few posts from people saying that they noticed an improvement when installing the PCV update but frankly, some people feel an improvement when installing the Tornado too in the intake or mount magnets on the fuel line to streamline the fuel atoms.
As a preventative repair to minimize oil leaks further down the road, I would say yes to having it installed.
With no oil sludge and maybe no leaks so far in your engine, I say that it may be one of the good ones.
And my first Volvo only cranked out 82 horsees when it was new but it ran pretty good anyway. I guess like the bumble bee not being able to fly, it didn't know that it needed more horse powers to perform.
