turbo is to BS the engine into thinking it is operating at sealevel BMEP. If you get 4 psi boost at sea level and the same boost at 10,000 feet you are developing the same horse power and torque from the engine. The one thing that is in your favor going higher, is the ambient temperature decreases 3 degrees F per 1000 feet in altitude increase. This allows the air to be slightly more dense and have less vapor pressure so it takes less throttle mass flow to achieve the same power from the engine. This has a change over above five thoiusand feet because there is less combustion oxygen in the mixture and the turbo must work harder to produce the same boost as at sea level. Again boost is still boost and regardless of altitude the boosted pressure contains the same mass mixture.
