UNDERSTANDING MPG

OK, I've read some of these posts and read about resetting the SID. I have a 1999 Saab V6 Sportswagon. It has about 178K miles on it. Love the car. If you read some of my older posts, she's been totalled fixed, sent me through various levels of Hell with very expensive repairs. Anyway, I had not thoroughly read the manual and never did clear the Fuel MPG setting. She always read between 16.7 and, lately. 19.6 or so, but never fluctuated much. I read a post the other day about clearing and did so on the way to work this morning. WOW!!! The number started updating very quickly and driving on the Piscataway (NJ) Autobahn (old Metlars lane thru Rutgers Campus) I actually got up to 36 or 37 mpg! As I got into Piscataway, where the traffic is slower, it dropped to approx 28mpg.
My question is, at what points should I reset/clear to get accurate numbers? Also, I am using regular gas (don't know the mixture), use the cargo area as my garage (since I'm an apartment dweller with no space), and have discovered that I don't think the air filter has been replaced in the 6 or so years that I've owned the car (how do you replace it anyway?). Am I actually getting up to 36mpg? If so, that is fantastic on my wagon considering I thought I was getting, on average, about 18mpg. Considering I'm not in car payments (and not dying to get back into them), the thought of replacing her with a Prius may now be something I can put off for a long time.
Any help would be appreciated.
