I know you don't want to hear this but it is you and your driving style.
Do a test by taking a leisure 100 mile Sunday drive on an empty freeway and keep to about 60-70 mph trying to drive gentle. If you get close to 30 mpg the car is fine and you need to adjust.
I finally got to see it first hand how gas mileage can be all over the place depending on commute after we got an 07 9-3 for my wife.
I easily get 30-32 mpg during a long sane drive on an open freeway but my wife only get about 21-24 mpg going back and forth to work (25 miles one way) on mixed freeway driving and some city streets.
I'm planning to borrow the car for a week or two driving back and forth to my work (2 miles one way) and see how bad it can get with my type of driving. I do not get better than 14 mpg in my 96 960 Volvo with 6 cyl engine so it will be fun to see if the Saab fair any better.
