As John says, the chain will probably wrap around somewhere if cam sprockets are not there. It is a little guard under the chain to stop it from falling off the crank sprocket when loose.
I have done it myself with letting the chain slide over my finger semi taut and using a remote start button to just jolt the engine in pulses but it is not recommended.
Also, just as important. If you have no intake valves opening, you have no new air coming in and nothing to compress so the test would mean nothing since the pistons would go up and down in their own vacuum/air that is there from the beginning.
A much better test would be to remove cams and use compressed air in each spark plug hole. If the air escapes easily, you know you have bent valves (or a hole in the piston).
