I have found that while my speedometer reads about 5 MPH fast the odometer is much more accurate comparing to mile markers on the interstates. I've also found that the trip computer is much more accurate than the speedometer. I would not be so quick to assume that your 27 MPG is really 22. Cold weather really affects mileage. I made a Boston to Minneapolis trip just after Christmas. The first day from boston to Ohio, temp in the low 20s. I was averaging about 28 MPG the next day, Ohio to Minneapolis it was around 30 degrees. On arrival the trip computer average had risen to just over 30 MPG. I then made a overnight trip to Duluth with much colder temps( down to zero. Mpg had dropped back to 27 MPG. On returning to Boston the temp warmed up to around 30 and the trip computer gradually made it back up to just over 30 again. The Trip computer was never reset during the trip.
I suspect cold temperatures will affect all cars in a similar way. Also you might consider what the return on investment is when seeking enhancements to improve mileage. That said My experience has shown that when replacing tires. Low rolling resistance tires do work and are cost effective
