My take on these areas of the TSB:

Engine Performance & Fuel Economy: Both address the benefits of lo-vis oils during startup while emphasizing the importance of hi-vis oils during operation. This favors full-syn of either 0W-30 or 0W-40 range.

Longevity: Addresses additives & breakdown. This favors a non-ILSAC GF-3 oil, as GF-3 specs require reduced anti-wear additives to preserve the operation of the catalyst in the catalytic converter. I do know that several car manufacturers (GM & Chrysler primarily, maybe others?) are concerned about this, but I haven’t found any tests on it. I’ve also heard that the nearly-here GF-4 specs lower the AW pkg even further. This also favors an ACEA A3 oil, as ACEA A1 specs do not cover extended drain intervals.

Service And Oil Changes & the Oil Table: Combined, these 2 areas say that Saab considers their turbo-equipped engines to qualify as an extreme environment (Jason!) requiring full-syn oil.

Recommended Oils sentence: ACEA A1/B1 & ILSAC GF-3 are both conspicuously absent.

The Last Sentence (TG!): is for “further information," meaning “additional to” not “in place of.”

Unmentionables: Do we get into a discussion of Diesel-specific oils (& their greater amount of AW additives) here?

Your comments are desired; keep in mind that my bias is towards full-syn, 0W-40, ACEA A3 oil, & while you probably won’t change my opinion, you may affect someone elses.
