Yes, I agree that context is important. But besides time, I feel you must consider location. The TSB was written for non-US car buyers located in countries not mandating fuel efficiency (but still concerned about it). I consider TSBs to be "we've discovered this improvement" documents, & at that point the manual is very much an "additional info" source. It's that way for safety & operation issues; the TSB takes precedence over the manual. Why wouldn't they include the improvement in the new manuals? Geographic requirements in the form of import rules (in this particular case, CAFE).
Yes, the TSB was written before the implementation of SL/GF-3/A5 specs, but after the GF-2 specs, & no reference is made to this ILSAC spec either. Yes, the 0W-40 I'd buy today is SL-rated, but that's NOT the 0W-40 covered in the TSB, or supplied by Saab at that time!
My desire is to use what I feel is BEST, not just ACCEPTABLE. Since new oils meet the new specs, their quality has been improved dramatically. But as I compare the ACEA vs the ILSAC specs, ACEA is still harder to meet than ILSAC: wear amounts @ volatility are both lower for ACEA than for ILSAC, while required fuel economy improvements are higher! To me, SL/GF-3 almost accomplishes an A1 spec, but not quite. I would consider an A5-rated oil for a non-turbo engine, but I'm a little nervous trading a few percent of mechanical protection on my multi-tousand-$ turbo-equipped purchase for a few percent of mileage increase.
Thanks for the thoughtful responses everyone! I'm sorry to agitate those who've had their fill of oil discussions; that's not my intent. When I discovered the TSB, it seemed like some important info which was not being given to everyone.
