Having no experience of the Passat, I am completely prepared to believe it is a better machine, value, expression of technology or anything else you may suggest...(though my '02 Aero is the best value in its price range for my particular priorities). However, the fact that the Saab lacks a single touch automatic *up* switch for its windows is not a function of Saab technology. It is an expression of ideology. Remember, this is a car built in Sweden. There, beliefs such as "it is irresponsible to trust the driver not to chop his arm off with the window (just think of the social cost of all those one-armed drivers)" are cornerstones of society. They see no comparable danger in the convenience of being able to drop the window with a touch to pay tolls. Maybe they're right, maybe not; but it's really not that they are unable to figure out the wiring.
