26k is pretty typical of what you can expect of a modern European car's dusty brakes. I've seen people get even shorter pad life on MBs and BMWs (on flat territory) so don't feel bad!
Yes you can downshift to third or possibly even second if your road speed is low enough.. but I'd do this only if you have _really_ long hills to descend (eg, more than 3 miles or so).
This is generally done to prevent overheating of the brakes, not to cut down on brake pad wear--it's definitely cheaper to replace brake pads than a transmission!
At 26k you might only need front brake pads and not rotors yet (rotors are usually replaced every other pad change) so it shouldn't cost you too much.
