(And this applies to any slippery conditions) is no sudden movements. If you approach a stop and hit the brakes hard, they lock, the ABS unlocks them, they lock, etc. At this point, you're tires are going between almost zero traction (and therefore very little stopping ability) and rolling (and therefore no stopping ability). If you're really smooth and slowly depress the brake pedal, you maximize the available traction before the wheels lock and therefore minimize the braking distance. As everyone said, ABS is intended to keep your wheels turning to allow you to steer, not necessarily to make you stop quicker.
The same is true for the TCS. If you nail the throttle, the wheel(s) break free and the TCS kicks in. Your wheels stop spinning and you get better steering but you stop accelerating. Turn off the TCS and you can (in all but the iciest conditions) accelerate much quicker with the with wheels spinning but your ability to steer is compromised.
