Your definition is correct but I think you greatly overstate how easy it is to beat an ABS controller. Very few people (most are professional race car drivers) can beat a modern ABS controller with threshold braking (unless it is in deep snow or gravel where ABS can hurt you). ABS controllers just have better response times and sensitivity than normal drivers. The ABS also has the advantage of being multichannel and being able to release 1 corner at a time...brake pedal can't do this.
The only downside that I have seen with ABS is that in a track car it tends to hammer the brakes so they have a tendency to cook and become less effective. Threshold braking can prolong the brake life at the expense of absolute stopping distance here but it won't give you a better absolute stopping distance...which is the most important thing on the street.
