So long as it is used to increase the amount of filtering medium. More filter means lower pressure drop - a good thing. Bigger can means more oil in there, a good thing (we're dancing angels on pin heads with this one.) More filter means more dirt capacity, a good thing. Longer can means it's easier to extract from its partial hiding place, a good thing.
Downside? All I can think of is a little bit more exposure to road debris. Even so, the 9000 filters are much more exposed, and I don't recall anyone getting a filter blown open by road debris.
Note that the Saab filter (an English made Delco labelled filter no longer sold in the USA) is designed so that the entire can is filled with filtering medium, giving it a quantiy of filter medium out of proportion to its size.
