How about turning rotors...

Can't rotors simply get ground down to resurface the lip and wear at the same time the old pads are to be replaced?
I know you can only get away with this once but if you are trying to save a few dollars will this work on a 99?
I do a lot of country road driving (35-50 MPH) and light city driving; small city in Boston Metro area.
Thanks in advance.
