The lip is there because the brake pad doesn't contact it. It does not harm. The only reason I ever resurface a rotor is (1) it is so badly grooved as to make poor pad contact, or (2) it's warped. If the surface isn't in too bad a shape and not warped, I'd leave well enough alone.
I've never resurfaced the rotors on any of my Saabs. They aren't the satin-smooth of a newly resurfaced rotor, but they work just fine. And they have that little lip, but it doesn't bother the brake pad, so it doesn't bother me. I've had to resurface rotors on other makes (most notably Ford) due to warping, or when I let a pad wear too much and the backing chewed up the rotor (my first car, a VW).
So if you want to really save money and hassle, leave well enough alone and just replace the pads.
