If the 9-5 is priced the same as a BMW or Audi, people tend to buy the German car instead of the Swedish. It has more status, more "acceptance", more "I have arrived" aura.
When the 9-5 came out, it had a value leading price of $29,900 (I have the sticker...). Sure, that was for a base model with no sunroof, no leather, etc. But it was an eye-opener in comparison to Audi/BMW prices, and sales were very, very strong. You could get a very comfortable large car for basically the price of a tiny Audi A4!
Now 9-5 are glitzed out with do-dads, and are no longer the value proposition. So would you lease a SAAB or a BMW for the same price? The answer is obvious to us, but not to the general public.
Build a simpler car for thousands less, make it reliable and still European, and it will do fine.
