Seven years as a Saab tech and I can tell you its normal to replace brake rotors when replacing brake pads on 1998 and newer 9-3 and 9-5. this is always based on specs and common sense! OEM front pads are 13mm thick when new, Saab recomends replacing them when they wear to 5mm or less. the front brake rotors are 25mm thick when new and have a discard spec of 22mm. however, there is a minimum machine to spec to take into consideration of 23.5mm. its usually the min machine to spec and common sense that determins if rotor replacement is necessary, as the brake rotors wear almost at the same rate as the pads! tipicaly the rotors will be worn to less than 23.5 by the time the pads wear to less than 5mm. comon sense says that instaling a new set of pads onto rotors that less than 23.5 will wear the rotors below the safe limit of 22mm before the pads them selves are worn out again. even if the rotors were right at 23.5mm, they will have a "dished" surface, and both surfaces need to be flat and parallel for the new pads to be effective. again, comon sense says that if the rotors are scrap when the pads are worn out, might as well wear the pads to the metal! Know the specs and get the maximum out of your brakes!
