I was not in on the original question, but if the relay is jumped and the thermoswitch is connected AND it turns on the fan when the temp rises, it is indeed a relay. With both OUT of the circuit (and no jumpers) the fan will not run. With the thermoswitch jumped (RHS of radiator), it will run as long as the key is in the RUN position only if the relay is good. If you have the relay jumped (30 to 87 jumper), it will run all the time (with a thermoswitch jumper or only when the temperature is high enough with a connected, functional thermoswitch). If it does not function like this, make sure that relay terminal 15 has 12V when the key is in RUN and terminal 30 has 12V all the time. Also check to make sure that terminal 31 does indeed connect to ground. A bad ground here will cause the relay to not function. I assume you did verify that fuses 25 and 22 are good...
