If you have a car which is in good shape, you can take your time and really search out a good, clean 90+ Turbo. First, fix the handling. If the tires wear rapidly, it is probably ball joints and possibly tie rod ends. Replace the lower shock bushings while you are there (very cheap). Replace the tires if they are worn out. I suggest doing these as a show of 'good will' to the Saab continuum. i.e. Appease the trolls and you will find a 'good' turbo and not a problem child ;-). In addition, it will make it easier to sell when you DO get that turbo. The ad could read: Looks good, drives better. Also, if a wheel were to come off or other damage due to a broken ball joint, you would not be too happy with yourself. As for the rack leak, it may respond to a tightening of the clamps or possibly a pressure hard line.
