Mr. Science, this is simple thermodynamics -
No, the return hose won't be cool. That would imply a radiator that's incredibly efficient. Air has lousy thermal mass compared to water (coolant), so it would take massive amounts of cold air over a huge radiator to drop the return line to ambient.
The water pump is circulating coolant. When the thermostat opens, that coolant flows through the radiator, and in the process, give up SOME heat to the airflow via the radiator fins. The exit (return) temperature will be cooler than the inlet temperature, but you'd only be able to detect it with a thermometer - not by feel (Ouch hot, versus Ouch! hot).
If after the engine has been running a while and the thermostat has been open for a bit, the radiator should be hot all the way across the grid. If you have cool spaces, suspect a section of the radiator is clogged.
