Should radiator return hose be hot?

In trying to diagnose my sporadic overheating '89 900S, I have checked the temperatures of hoses going to/from radiator by touch after driving. The hose from engine to radiator is plenty hot, as I expect. However, the return hose also feels hot to me, as does the little one going to the reservoir. Are they supposed to be that way? Clearly the radiator is supposed to radiate heat, but how much? Should I be able to detect a difference in temperatures of the two hoses by touch?
I also noticed that the radiator mesh is hot to the touch on the inlet side, but not on the driver's side. KevinK, you suggested a while back that I disconnect the radiator inlet hose and inspect for clogging in the rad inlet. I intend to do this, but haven't done it yet as it seems it will require flushing the system when I'm done, which I haven't had time for. Could the other symptoms I describe somehow indicate radiator condition?
