The 02 sensor is not a variable resistor. It produces a voltage based on the difference in oxygen levels between the tip (exhaust stream), and normal air (measured at the back of the sensor). Since that voltage is based on ion exchange on the surface of a catalyst, it doesn't produce a lot of current - that's why it's high impedance. The catalyst doesn't work until it gets to about 200 degrees C, which is why the sensor has heater. It gets the sensor up to operating temperature faster, which reduces emissions.
If you were to measure the resistance of the sensor, it should be a very high value.
