buffing probably not an option

if the scratches really are deep, and your primer is showing, that would DEFINITELY require a new paint job to the area. in addition, if he used sandpaper, then he took the clear coat off the paint anyway, so even if he COULD buff it out, he'd need to re clearcoat it and blend the new coat in with the old- no small task! you probably get my point- get a pro to do it if you want it done right (and well!). and get the money from him in court.
