I don't know for sure. How high are the temps?
However, with your dash switch on "3," you should notice something heating if both backrest + bottom pads are good + dash switch working, unless it's over 80 degrees or more.
Don't get discouraged like I did. Took me six years to finally decipher these circuits (but I'm not the most mechanically inclined person, either. I know the FAQ pg. seems like Greek, but keep at it, if I may be so bold.
(The following I copied from FAQ pg:) Under the seat is the receptacle for the vehicle wiring harness with three pins. Check the continuity between all three (it may be easier to remove the seat at this point, especially if the heating elements will have to be repaired or replaced later).
[Micah's NOTE: I had continuity only on outer "holes." This should apply to your seat b/c the seat I refer to just now was retrofitted into my car from a 1994 model.]
(FAQ cont.) One of the three combinations should give you continuity. Since your diagnosis has taken you to this point, there will most likely be no continuity you've pinpointed the location of the problem to the seat bottom. This is the most common area for the seat to fail.
Hope this helps,
Micah in NC
