It is a key detector pin.
I still can't see why it would protrude high enough to cause a problem.
And since you can't pull the pin out from above, I don't think it's installed the wrong way.
Is it a brand new Ignition tumbler from Saab you are using? or is it a used lock with a "home" made key?
Maybe an aftermarket key have a longer shaft, and that why it's hitting the pin.
You say the lock and key is in between P and G position, but are you absolutly sure the tounge in the bottom of housing is in the same "in between" P and G position?
That's where I sometimes have problems setting a new lock in place, if the bottom part is not lined up perfectly with the tumbler.
