I think you got a great deal! (But then again, that's just my 2 cents.) You have the last year "S" with the 8-valve engine. (I have 3-dr. '84 S.)
As for the ventilation fan issue, make sure the fan controls (positions 1,2,3) are working properly. I'm not echoing Dan's suggestion, though. I mean that if the 1,2,or 3 positions don't change the fan speed, then the fan switch's resistor pack may have gone bad (fan always stuck on one speed).
To test for that, turn the air distribution knob (rightmost big knob) to the 8 o'clock position (resembling small < >); this is the dash vent position. Then, turn the little fan speed knob (123 knob) and see if fan speed changes. If so, you're okay on that count: follow Dan's suggestion about the vent ducts.
Please explain a little more on the p. steering not working, though. Is the belt disconnected because pump or rack leaked the fluid out? Or is the belt connected and the p/s just doesn't work?
Just curious. Folks here can help you better when there's more info to go on.
One more point: You mentioned the car has the factory radio. Is it the original (SAAB/Clarion) unit? If so, make dead sure you have the "codes" from the previous owner! Without them, the radio can become useless...
If the radio is removed from the car (read power source cut-off, like disconnecting the battery, too), then the radio will refuse to operate, until you enter the code (unique to each unit, I think). It was a SAAB theft preventative measure. (I've never gotten a SAAB which still had the factory unit. That seems rare, indeed!)
I just thought, with your battery drain/starting problem, the radio might decide to wink out and you'd be without tunes! Ask the previous owner for the code and write it down! (In multiple places!)
