Assuming you're referring to the little metal peg sticking out of the flywheel - this is NOT the timing mark!
If you rotate the flywheel and look carefully, you'll get to a point where there are numbers printed on it with graduations next to them (like a ruler). The numbers go 0...10...20...30... up to 40 or 50 IIRC. Those numbers are what you use to set the timing! The exact setting should be printed on the emissions label under the hood, but if the sticker's missing or unreadable I'd set it at 18 - 20.
BTW if the numbers are hard to read because of rust on the flywheel, I've found a trick that works pretty well. Sand the rust off in the area of the numbers. The sandpaper will remove the rust on the surface, but it will stay in the printed area, making the marks show up better.
