One more AC question (compressor stays on all the time)

The AC on my 1987 900-T works but just barely. The following are the facts about my R-12 ac system and I would appreciate diagnosis.
1.The compreser stays on all the time ( does not cycle).
2. No evidence of oil leaks at compressor, hose joints, or anywhere else.
3. There seems to be a steady flow of freon at the sight glass.
4. The high pressure line gets very hot.
5. The low pressure line is cool to the toutch but just barely.
A local shop told me that the system is most likely a bit down on freon and that's why the compressor stays on all the time. BUT **If the system was low on Freon would there NOT be too much pressure and should the compressor then not work, or do I have this backwards?
