AC low pressure switch mounted in the receiver/dryer cuts out the compressor at 40 psi. You can lose a bit a freon and still trip the switch. If there is a leak big enough to release oil, then typically the pressure drops quickly and then the compressor fails to engage. Your description of no oil leaks anywhere in the system would be consistent with a very slow leak.
The AC compressor cycles based on the anti-frosting thermostat which reads the temperature in the evaporator. If you are low on freon, the evaporator never gets cold enough to shut off the compressor, which is also why your cooling is sub-par.
Check the sight glass again. If you can see bubbles it is an indication that the charge is low. (with R-12, not true with R-134A)
People used to recommend that you cycle the AC compressor occasionally even in the winter (when it was warm enough) because the carbon face shaft seal in the compressor could lose its seat and leak small amounts.
