More likely that the system is overcharged.
The low side pressure is determined by a combination of the amount of gas in the system and the temp. The low side pressure switch usually cuts out the compressor at approx 20# pressure, w/r12, about 20 degrees F. As you add gas, you raise the low side temp. The only way to know is to put a gauge set on, looking at both low and high side pressure. If both are high; overcharge. If high side high and low side low, restriction in the system.
Other possibilities: compressor losing efficiency, restricted air flow through the condenser coil (the hot side in front of the radiator).
Overcharging was somewhat common on older R12 systems.
Back when freon was cheap, alot of inexperienced "mechanics attitude seemed to be "If in doubt of the cause of a problem, throw in more gas!
