Before you worry about the overboost switch, which only cuts fuel when the boost is very high and puts your face in the windshield, i would suspect some basic items that will cause your symptoms at moderate boost or under a load of any kind. Also do these, before the fuel filter, if only because the filter is a messy job. BTW, I am not discounting a possible filter problem, especially if your pump sounds noisy from laboring against the filter.
1) When was the last time you checked your sparkplugs? If the gap has eroded to 0.035 from the proper 0.024, you can get the same problem. Use NGK BCP7ES or 7EV for best results.
2) A bad distributor rotor can do the same thing. Check the resistance between the center contact and the tip. It should be 1000 ohms. If there is no resistance(perfect circuit) or if resistance is 5k ohms or greater, the rotor is shot.
3) Bad wires can do the same thing. You should have bougicords or magnicore. Bosch can cause the same problems. Run the car at night without the spark cover plate on and look for visible spark leakage. Spray the wires with a mist of water and start car and look for arcs, tracking etc.
4) The next thing to suspect is a bad Air Mass Meter. Swap in a known good one. If AMM was bad, a new one will fix problem immediately. Especially suspect the AMM, if you also get wide idle swings at first start up of the day. sobstory has rebuilts for a low price.
Bottom line...i'll place my bet on plugs or rotor.
