IIRC. That doesn't mean OEM can't put synthetics in factory fill or test with synthetics...it means the OEM can't put synthetics in for the pure purpose of raising CAFE numbers. In fact, the law/regulations that established CAFE recognized that synthetics could easily raise the mileage numbers. Wanna bet the API (American Petroleum Institute) lobby machine didn't have something to do with that? You'd lose.
OTOH, certain cars are now factory filled with synthetic lubricants. Last time I checked Corvette ZR1, Typhoon, Syclone, were GM factory fill with engine synthetics, Saleen cars (essentially hotrod Mustangs). Sure the ZR1 et all are no longer around.
