White smoke usually means that coolant is seeping into the cylinder through a passage in the head gasket. The coolant might not ever reach the oil, especially if it is a small leak and the coolant gets blown out daily when you drive it.
A good test is to let it sit overnight, then remove the spark plugs and see if any are wet from coolant or stink of coolant.
See the Mechanics list on this site for Saab shops that will do the work. I paid ~$550 to get one replaced on a '91 900 last year.
