Whatever you do, be very careful to keep water out of electronics. DO NOT use a direct stream of water.
Marvel mystery oil is just a oil thinner and solvent. So much depends on what emissions you failed - was it Hydrocarbons, NOx, or CO?
The only thing that's strongly oil related is hydrocarbons - namely, you're burning oil and it's showing up in the tailpipe.
The only reason to change the turbo for emissions reasons is if the turbo seals are shot and you're leaking oil into the intake - high hydrocarbons. Frankly, unless you see blue smoke in the exhaust, you really aren't burning a lot of oil. If the mechanic is blaming CO or NOx on the turbo, then find yourself another mechanic.
Come back with what the emissions readings were - what was OK, and what wasn't. Of course, I'm going to assume the easy stuff has been done- the timing set properly, the proper spark plugs in place and gapped properly, and vacuum leaks addressed.
